New Delhi, March 2025:<\/strong> Lok Sabha Speaker Om Birla<\/strong> on Tuesday emphasized the need to transform the Delhi Vidhan Sabha<\/strong> into a model Assembly<\/strong> and encouraged newly-elected MLAs to enhance their skills with modern technology tools such as Artificial Intelligence (AI).<\/strong><\/p>\n\n\n\n

Inaugurating a two-day orientation programme<\/strong> for Delhi MLAs at the Vidhan Sabha, Birla highlighted the high expectations of the people from their legislators and the newly-formed government.<\/p>\n\n\n\n

Delhi: A \u2018Mini India\u2019 with a Big Responsibility<\/strong><\/h3>\n\n\n\n

Birla described Delhi as a “Mini India,”<\/strong> representing the country\u2019s diversity in languages, cultures, and religions.<\/strong> He stated that legislators bear the responsibility of addressing public concerns<\/strong> through infrastructure development and social welfare initiatives.<\/p>\n\n\n\n

\u201cThe orientation programme will equip MLAs with the skills necessary to meet these expectations and serve the people effectively,\u201d he said.<\/p>\n\n\n\n

Dignitaries in Attendance<\/strong><\/h3>\n\n\n\n

The inaugural session was attended by Delhi Assembly Speaker Vijender Gupta, Chief Minister Rekha Gupta, Leader of Opposition Atishi, Deputy Speaker Mohan Singh Bisht,<\/strong> and Delhi\u2019s MPs.<\/strong><\/p>\n\n\n\n

Use of AI and Technology in Legislative Business<\/strong><\/h3>\n\n\n\n

Birla urged MLAs to actively participate in legislative discussions, emphasizing that a good orator is also a good listener.<\/strong> He stressed the need to leverage AI for capacity building and efficiency<\/strong>, allowing for better communication and governance.<\/p>\n\n\n\n

\u201cThe Delhi Assembly should be developed as a \u2018model\u2019 Assembly<\/strong> with maximum use of technology<\/strong> and skill enhancement of its members<\/strong> to improve legislative processes,\u201d he said.<\/p>\n\n\n\n

Training Programme for MLAs<\/strong><\/h3>\n\n\n\n

The Parliamentary Research and Training Institute for Democracies (PRIDE)<\/strong> is conducting the orientation programme, offering insights into parliamentary rules and legislative practices.<\/strong><\/p>\n\n\n\n

Birla encouraged the new members to learn legislative drafting<\/strong> and utilize available legislative resources<\/strong> to enhance their effectiveness in governance. He urged them to adopt innovative approaches<\/strong> in addressing constituency issues while upholding transparency, honesty, and accountability.<\/strong><\/p>\n\n\n\n

Legislative Debates and Consensus Building<\/strong><\/h3>\n\n\n\n

Highlighting the importance of constructive debate<\/strong>, Birla stated that the Assembly should function as a platform for discussion and consensus-building.<\/strong> While disagreements may arise, he emphasized the need to avoid legislative deadlocks and focus on solutions for Delhi\u2019s development over the next five years.<\/p>\n\n\n\n

Delhi Election Results<\/strong><\/h3>\n\n\n\n

The Bharatiya Janata Party (BJP)<\/strong> formed the government in Delhi after securing 48 of the 70 Assembly seats<\/strong> in the February elections. The Aam Aadmi Party (AAP)<\/strong> won 22 seats<\/strong>, forming the opposition in the House.<\/p>\n\n\n\n
